After you click on the 4 arrow/slide icon...when you click in the windows 3D view.....hold down left mouse button.....don't move the mouse....and screen view will likely move very slowly.....now keep button down and move mouse in direction you want to mve view....but only move mouse maybe 1/16" or 1/8" and you view should move slowly
Practice and you will get a feel for moving the mouse very little for slow screen moves....move the mouse 1/2" and view will fly by too fast
For max control I use camera properties window to position camera, its height and view-to point and height....and after I get a view I like...I save camera and then use another camera for another view...easy to jump between camera views with self named cameras
