When you want to adjust a light's brightness...after selecting the light from the list (like 40 Watt...etc) ,
dbl-click on the light source definition name and it opens another window to adjust brightness % (light source properties; scale)
If you use the scroll arrow you can go down to 5% but if you enter a number, you can go down to 1%
