Use the Plateau tool in Landscapes to trace over imported contour lines.

Set the slider bar all the way to the right to be more accurate.

It depends on your layout but in general you start at the highest point of the survey and it's corresponing 'corner' and always use that same corner to create each contour trace. So if you had an 8.5 x 11 survey imported and that sloped upward to the top of the page, you would start your Plateau in the upper left hand page corner , come straight down to the first contour line, then follow across the page to the right edge , back up to the right corner and then when you have the top 'rubber band' line equal to the left upper corner, right click and say Finish.

To do the next contour line, start at the same upper left corner, down past the first contour line to the second, trace over it and the up to the right top corner again (Finish) , then on to the 3rd / 4th / 5th etc.

In the pop up dialogue box you input the contour rise change for each contour line.

Rules:
Use Plateau tool
Set Contour Heights in pop up box. (slider to the right)
Use one corner of trace image as start point and for all subsequent contour lines.

You can customize hills and valleys after laying out the base contour lines.
You can use the Slope tool to define a general rise in place of contour lines.

NOTE: Walls are used in attachments as a visual guide to how accurate the terrain is laid out in this simple example.
