I found that the background image in TFP will not appear in reflections, (eg sky through a window or door does not reflect in a shiny floor or mirrors, or in water in a pool) so I tried using a large photoboard with an image as a background. This only works for views of the model from one angle but it does produce the reflections (in th4 pool for example) but
I have not tried what you have done but am rendering lots of interiors and it is tedious and frustrating
But here is what I would try for your problem....
- try using a picture or mirror, made large rather than a photoboard...maybe the controls will show up there
- use an existing photoboard (like a flag or something rectangular)...then re-size and apply a different image...then you will have it with controls like you would have with the flag....but of course the flag photoboard master is changed...but can be returned by changing settings....sacrifice one you won't use in a long time if ever.
- you can tilt about all 3 axes to try to make the glare move off the background image ...not just on one axis
- if I drill down thru my photoboard to the image...I can adjust the emissive/transparency/etc. settings OK......I think the difference may be that when you import via the menu wizard...it places the photoboard image OK in your drawing but does not put it in the catalog. I now use the catalog manager to import stuff so it goes into the catalog and I have full control over where and names etc.....import wizard makes new <default> stuff I can't find again later.

I agree and I'm guessing you may find the reflection setting would or should be very low or zero by default anyway....so it may take several approaches before you solve the problem.
And tho I swear by "change only one thing at a time" to see the effects.....I can do/undo or change and change back and NOT get the exact same results for the same settings...in other words things are NOT always repeatable. I've leaned that if I get a pretty good render to rename/save it, then change and try something knowing I may never be able to get back to the one I did once before...sad but true. And that is not typical of any other 3D rendering program I have...they are all repeatable...even a year later if I need to go back and re-render.
