After placing a light fixture in the 2D drawing, and reviewing at on a 3d RENDERING, clicking on the 3D of the fixture to bring up properties, I have checked the "eye" which shows the light to be "on" initially. On subsequent viewings, or from a new camera placement, the light appears "off". I have not been able to find a way to turn it "on" again. Consequently the 3D renderings when printed appear dull as though viewing at dusk! Is there a simple correction for this, or am I ignoring some setting.

Eye open = "on"
Eye closed = "off"
You should be able to go to 2D or 3D view, properties, light tab, and click it on/off as desired
When it says "on" (eye open) it should be "on"...clicking it at that point should close the eye and turn the light "off".

I suspect what you mean is, that even though the light is turned on, it is not giving any light. If that is the case, then try turning Daylight off. If you are rendering an inside view, using interior lighting, then basically the brightness through a window causes the 'camera' to 'close down' in the same way a real camera will do if there is a bright light through a window shining into its lens. That is when the flash takes over of course. Unfortunately TFP does not have a flash so turning off the sun is the alternative.
If you can see the background image through a window, then it will still be visible, even with the sun off, as it is not affected by the daylight setting. Sometimes the outside light can be reduced by using the 'Overcast' setting, and there are other techniques to get daylight and artificial light to work together, but they usually require a LOT of experimenting.
Initially try turning daylight off and see if that fixes the problem.
