It is my impression - but maybe my conclusion is wrong - that 'elevation' of an element varies per element.
Sometimes I must calculate from the actual location level to the lower side of an object (a window, a painting, a lamp, other times to the top or another point.
Is there a certain rule about this?

Windows and doors will insert at the Head Height set in building locations and Elevate will be from the head height.
All objects have an Insertion point which you will find on the Behavious tab of the object. The Z axist will move the insertion point from bottom to top or the reverse. A height above Terrain is also on this tab.
Generally the logic is how you would use the object. A vase would sit on a table so the bottom of the opject would be the insertion point. Ceiling Lights will be set to insert at ceiling height.
