I am running TFP V16 and have trouble with breaking walls. I can insert the breaks but when I try to move a section of the broken wall, the whole (original) wall moves with it. I can delete just the new section but can't move it without the rest of the wall coming along for the ride. Any help appreciated.
The behaviour you are seeing is quite normal and designed to work that way. The purpose of a wall break is so that you can use different textures on part of a wall (eg tiles that only go part way along a wall) so you would logically want it to move with the whole wall. You can also use it to cut an opening in the wall - insert a break and drag one or both ends back to where you want them or two breaks and delete the section between.
I am not sure why you would want to move the section out though. You could do it by selecting the middle section, right click, select Duplicate and drag the duplicate out to the new position, then delete the original section. However that would just give you a freestanding piece of wall which you could have just dawn anyway.
If you were just wanting to make an alcove in the wall, (centre part set back a little from the main wall), then the best way to do that is to use the wall tool to add the alcove in and then delete the bit you don't want. Doing it this way, TFP will repair the corners automatically and it avoids the risk of bad wall joins that can cause rendering problems later.
I may be missing the point here. Why did you want to Move just a section of a wall?
