When I'm either of the 2D views, my view is panned diagonally in addition to zooming in & out when I use the scroll wheel. This basically makes the scroll wheel useless in 2D. In 3D, the scroll wheel zooms in and out correctly. I've looked through all the settings to find an option to stop that behavior but found nothing.

In prefs you probably have set (may be by default; and is the way "I" like it):
the wheel zoom centers about the position of the mouse pointer.
Leave mouse point at center of screen and it will zoom "normal".
But if you want to zoom, lets says on an area near bottom right corner, put mouse pointer there, then wheel zoom and it will pan and zoom together.
You can undo this action by setting prefs to "not" zoom at mouse pointer. But really it is handier when you know how it works.
Also, you can right click and select "pan" for any adjustments any time.
