When you import a DXF file it assumes a default line style. I do not profess to know where this comes from (whether just a linestyle pre-programmed or whether it comes from the setting you used when it was originally exported) but you can change the line style of these lines after import.
If you select the elevation you can right click, select Properties and go to the Appearance tab. Select one or Shift select all the lines (on the left) and you will notice at the bottom is the Line Style. You can select any line style you want. For this to show on the plan you have to go to Settings / Program Settings / Workspace and tick the 'Show Line Weights' box. To print these line weights you must also tick a similar box in the Print dialog box.

I took this to mean that the 'elevation' on your image was a dxf file that you had exported from TFP initially and that you had imported it again into another project, along with the title box etc. If this is what you meant, then you should be able to select the imported dxf 'elevation' (or the title block etc), right click it and there should be a Properties option. They must be selected one at a time - if you select two at once you will not get the Properties option.
If I have misunderstood your original question then you may have to explain in more detail how the image was composed.

I am trying to do number 5 below but can't figure out how to get them into TFP. Any help is appreciated. Thank you.
5. IMPORT MANUFACTURERS BIM FILES
There are many sources of BIM files as they are sometimes produced by different manufacturers and they contain their own products. Obviously they hope you will use them in the model and subsequently decide to buy the real ones when you build! You need to be a bit careful with these as they can be large, high definition files and there can be many of them in a set, so you run the risk of bloating the catalogue. If they have been produced to work in Envisioneer then they should behave and render correctly in TFP.

In V16 you will find the BIM import in the menu under File / Catalogues / Import BIM.
When it opens the BIM file, you will get the opportunity to import just the the objects you want, so that you do not overload the TFP Catalogue as mentioned in the quote you made. Some manufacturers BIM files have handreds of objects of which you may only use one or two.
