Trying to install a 7 foot tall set of shelves. I select cabinets, get list of cabinet options, scroll down to shelves at the bottom and enter the appropriate dimensions. Every time I go to put the shelves in the drawing I get a standard base cabinet, not shelves.

OK, so you select and insert the book shelf cabinet in your plan and after this, you try to add shelves
In order to narrow the problem => can you inform what procedure are you following to add the shelves in the cabinet?
Note the the book shelf cabinet includes shelves
I an trying to install a bookshelf cabinet using the last option in the cabinet listing. It seems no matter what dimensions I enter I always get a regular base cabinet.

Yes, I understood this. What I am trying to understand is the process that you are following. One of the steps is failing so I am trying to find the issue
Let's review the image attached
1 - You insert a cabinet attached to the wall as the one outlined in red
2 - With the cabinet selected => you select the Book Shelf option (last icon in the list, outlined in blue in the image)
3 - In liveview you see a book shelf unit as the one pointed with the green arrow in the image
4 - With the cabinet selected => you change a dimension (outlined in black in the image) => press Enter => the dimension changes
This process works in my computer. Let me know if it is not working in your computer
