In reviewing the shower.bld file that Allan posted, I noticed that his recessed ceiling light was totally unlike any I could find in my Catalog/InteriorLights. Its not under Ceiling Lights or any of the other folders.
Is there a different catalog for Aussies?
What's going on here? I'm posting three jpgs (It took 3 ss to get the entire menu; couldn't change the size of the menu window) that show my catalog with the 4" Recessed Ceiling Light selected.

but my recesssed fixture does not look like yours....mine is flattened octagon not a "bulb" shape
My version of TFP was downloaded for the US, so in theory should be the same and in fact my list is the same as Dougs except that the sizes are Metric.
I think I have found the problem though. If you click on your Recessed Light the image looks like a bulb shape not recessed. Mine does the same if I go to Edit Element and click on either the Bulb or Custom icon. If you say OK at this point then you have lost the recessed light - it becomes a bulb type only! Thankfully I make a copy of it first just in case. I suspect you may have done this (and it is a logical thing to do) but unless you cancel out you lose the recessed light. The same thing happens with other lights too (all?) if you say OK after clicking the Bulb or Custom Icon. Do it to all and you would lose all your light fittings. Sort of a bug I presume as there is no way to return to the original.
You should be able to retrieve the Recessed light again by opening my Bathroom example, select File/Catalogs/Save Element To Catalog. This will give you a cursor that you can use to pick up the element (Recessed light) from the 2D drawing and it will ask if you want to save it to the catalog. This should work - hopefully. You can also use this method to add to a catalog a 3DS light imported through File/Import into a drawing but it does not take on the lighting characteristics unfortunately even though it is in the lighting group.

Doug, how did you get your menu for Ceiling Lights to appear so large and include all the elements? I had to take 3 ss to show my list.

You seem to have your screen resolution set quite low (800x600 ?) as the screen does not look very wide and you have the toolbar tabs turned on and all the toolbars underneath each other making up 5 rows of toolbars at the top and so the Catalog palette does not have a lot of room. I have the toolbar tabs off and the toolbars themselves end to end across the top to maximise the screen height.
Doug I think is using two screens, so his toolbars etc are on the second screen, giving the maximum height for the catalog and of course for the drawing on the other screen. If I am working on a major project I do this too and it is an ideal setup.
In your case, if you set the resolution higher (right click the Desktop / Properties / Settings there is a slider to adjust the resolutuon. In TFP, Setting / Program Settings / Toolbars you can turn the tabs off and only display the toolbars you use regularly, placing them end to end. This will give you more room.

I do have two screens, so the main screen is dedicated to graphics view and all palettes on other screen...works well this way for all graphics programs
Each 19" tube screen is set at 1280x1024 at "normal" size 96 dpi....so more stuff shows up tho it is moderately small, yet sharp and readable at very small fonts
