I'm sure this isn't new but can't find the thread.
I am running TFP Home and Landscape PRO16 on windows 10. On trying to open Projects the program gives an error message that Garden.db cannot beopened - being either locked or corrupted. I see that the program looks for Garden.DB in "users/allusers..etc." whereas Windows 10 doesn't have this "all users" - even as a hidden file. I have found Garden.DB and created the folder hierarchy the program is looking for - "C:\Users\All Users\Application Data\IMSIDesign\TURBOFloorPlan3D Home & Landscape PRO 16\Plant Encyclopedia\ and copied Garden.DB into it. However nothing has changed. Can anyone help please?
You are right, it is not new! I just did a Search for "Garden.db" and it came up with 16 references, a few of which refer to your specific issue. Hopefully some of the suggestions there will help.
I did have the issue myself once, but it turned out to be a faulty operating system. When I upgraded the OS it all worked fine.

I have reviewed the posts and regrettably they do not help with the problem, In fact many of them predate Windows 10 wherein the problem may lie.
Has anyone fixed this problem whilst using Windows 10? To reiterate, I have uninstalled and reinstalled TFP Pro16 (by download so it is a "fresh" installation) and copied Garden.db to a location I created to match that indicated in the error message. Can the tech gurus at TFP recommend a path in which to locate garden.db as it is not possible for me to see the path the program is seeking - is it the same as the error message.
It does seem to be a Windows 10 phenomenon. At the risk of stating what should have been obvious (to me at least!) this is what needs to be done if you are on Windows 10 and can't access the plant database.
Go to the program .exe file(TFP16PRO) which is at the following location (the exe suffix probably won't show but it is an "application" file).
C:\Program Files (x86)\IMSIDesign\TURBOFloorPlan3D Home & Landscape PRO 16\Bin\TFP16PRO
Right click and select "Troubleshoot Compatability". Select to follow suggestion (essentially reverting to Windows 7). Test the Program as suggested and if it works - as it did for me, then select the option to make the change permanent so you don't need to go back in.
PS: Is TFPPRO17 compatible with Windows 10?

I am not familiar with TFP17 but I would imagine it is compatible with Windows 10, however it is not compatible with TFP16. V17 and all later versions are, are based on an entirely different parent program.

The TFP V17 version was discontinued a few years ago.
The current version is TFP 2017, and yes, it is compatible with Win 10.
