I just upgraded to Floorplan 2022 Home and Landscape Pro (with CWSPro & Lux) from TurboFloorPlan Home and Landscape Pro 2017 and I started a project. I have another older project file I created in the 2017 version and wanted to know if I can import some of the data (a room) I created into the new project file.

Yes, indeed.
Step 1 - Open the 2017 file => select the elements you wish to copy => Edit => Copy
Step 2 - Open the 2022 file -> Edit => Paste => move the elements as desired.

I have another question.
I'm starting a design with home that will have exterior 2x6" stud walls with brick siding including air gap. Should I set wall thickness to include the brick and air gap or is this added when I apply siding?

Depends of your goals and precision settings.
FloorPlan, as any program, has a learning curve. The best way to learn the program, IMO, is practice + practice + practice => Read, search and follow the User Guide (this is important) => try to create elements not related with your project, so you will become familiar with the commands and how to manage the different components.
