As you can see in your screenshot, the name of your 2016 program was TurboFloorPlan 2016 and the name of your current program is FloorPlan 2024. They are different programs, and therefore they include different features and tools.
Although the dormer tool appears in the User Guide (I already reported this issue), it is not listed in the comparison chart of the programs
And of course, you can see that it is not present in my eBook (that you have as per your signature)
To create the dormer cutout, you can use the dormer cutout tool. To create the dormer walls your can use the dormer walls (page 61 of my eBook) or another option described on page 63.

In 2016, there was a Dormer Tool on the Roofing Toolbar, it's not there in 2024. The manual (p371) indicates that it's there. I noticed that it had also disappeared from FloorPlan Pro 2022. Is this actually the case, or was it forgotten by the programmers?
I started my project with 2016 and added some dormers, in the wrong place (because something is wrong with the roof sizing). Now I am trying to move and resize them, and add more. I managed to move the elements, but not the Dormer Cutout because it's not visible.
Any idea where the Dormer Cutout might be? How to move or remove?
Do I now have to create dormers manually?
I can create a new Dormer Cutout and it shows up, but the one done using 2016 does not show up.

I can't visualize the entire project but the settings you posted are not matching the elevations / walls.
In addition, to visualize joists and other elements in the structure, use Framing Mode.
I'd suggest that you send your project to tech support so they will visualize the entire settings.

Please see also my previous post and the images.
It's getting worse. I went up 1 level to floor 2. Looking at the cross-section, ceiling of Floor 1 is higher than the underside of Floor 2. So if I add a paint or material to what I thought was the ceiling, it's actually the plywood of the underside of Floor 2 - which is not supposed to exist.
In other words, the ceiling of floor 1 is between the underside and top of floor 2. See the image.
I can't figure out how to fix this.

No. The problem is that the program is showing plywood at the bottom of the floor (joists), with flooring on top of the joists. The floor of almost any house is supposed to be made up of joists, with plywood on top of the joists, not at the bottom of the joists, then the flooring (20mm in my case) goes on top of the plywood. Look at the attached images and the previous image. Why is the plywood showing at the bottom of the joists, that is, ceiling level of the lower floor?
I added joists just below the top of floor level. In 3D view with framing on and looking from below, the joists have plywood covering them - at the bottom. The ceiling is turned off in the basement. If I turn the flooring above (kitchen) off, both the plywood and the 20mm flooring are turned off. There should be no plywood at covering the bottom of the joists - again, the plywood is supposed to be on top of the joists, kitchen floor level, not kitchen floor level minus the thickness of the floor B.
So, is there something wrong with what I am doing? Or is the program doing this wrong?
The second question was, how do I get concrete basement walls instead of wood framing when I am in framing view? Basement walls are supposed to be concrete (or concrete block), not wood frame.
