Glad to know that you solved the problem.
The drivers' update are a real issue, and the first to look after (this is why is # 1 in the list). There is a good reason for this --> you wrote that you updated it 3 months ago: now think how many Windows updates and patches you set in the last 3 months? As the OS is the "manager" of all the drivers, if you update the OS, you need to update the drivers so they can work in harmony 
I have also an ATI card, working with full accelerations and 32 bits
