I am trying to build a 8' wall that the bottom 5' is cultured stone and the top 3' is stucco ... I have tried several techniques to do this .. but nothing works ..

In attempting to do this, I checked the documentation, and see an inconsistency ..

Can anyone help with any further description that helps clarify how to modify walls.

You can set two textures on a wall using the Wainscott setting on the wall's Trim tab. Choose Exterior side of course. This post should give you enough detail but ask again if not. http://forums.turbofloorplan.com/index.php/topic,1028.0.html

I can't see any problem with the documentation. If you were referring to the fact that there is no where to enter the 'wall height', that is becasue you must select Level first (as in the instructions), then the box to enter the height will appear.  Normally the walls would be set to Extend to Roof however (as yours are), because the height is controlled by the Wall Height setting in Settings / Building Locations. You would not normally have to set the height (unless you did not want interior walls sxtending into the roof cavity).
