I am not quite sure what you are trying to do here. The program is 3D so whether it is in front or behind depends on which side the camera is placed.

It you are talking about in the plan, then the positioning is determined by the location you are on at the time.  the Scond Floor is obviously above the Ground Floor in the plan but which ever floor you select will come to the front and the other locations are dimmed.

The objective is to import either a dxf or jpg to help build a model .. then hide for some additional updating of the model, yet still have these images/objects available to be recalled at any time.

Historically, I have used layers to do this with other CAD software, what is the tool/process to do this in TFP.

I assume you are talking about tracing a JPG or DXF of a plan.  If so then just insert it onto a new Building Location by itself (eg call it 'Tracing') and then when you are finished with it for a while just turn that Location off using the View Filter (untick All Locations on the upper right and select the 'Tracing' Location).

For tracing plans I find DXF is best as it will automatically be to the correct scale without having to resize it and will show through, dimmed, from the other location. A JPG wont.  You may find tracing easier if you set the walls to Solid Fill (2D wall setting - Appearance tab) and master setting (Settings/ Program Settings / Building Aids - Enable Solid Fill) Turn the latter off if you don't want the solid fill any more.
