I just upgraded from TFP 2019 Deluxe to 2020 and LOST the cabinet feature. I was hoping some of the clunky aspects of placing cabinets (it puts in an island 95% of the time even though I'm clicking on the wall.)

You need to click on the center of the wall to insert the cabinets.

If you are interested, my Advanced Collection includes a library with cabinets that don't need a wall to insert them.

Absolutely, these collections don't have repeated elements among them. Each collection includes instructions to install that particular set.
So, in this case I'd suggest that you buy both collections.
