In upper left of my screen in this forum (just above "home" tab/button) it says "News: SMF - Just Installed!"

I have no idea what that means or if it affects us somehow.

Nothing to click on. Nothing in news category.

Do I ignore it?

SMF = Simple Machines forum.

I think it is just an ad for the format.

If it has installed anything beyond a log-in cookie, neither AdAware nor my paranoid firewall have found it...

IMHO, ignore it.

Simple Machines Forum is the underlying software that supports this forum.  One of its features is a "News" headline which the admin can use to draw attention to things.  From time to time, I expect Mr. Taylor will use the feature to direct our attention to features, rules, etc.  (I host a forum using SMF for my high school class; that's how I know about it.)

For Mr. Taylor:  I suggest you make your news headlines bold so that they are more visible.  I have made the message blink when I really needed to draw attention to it, in addition to making it bold.  Larger type size also brings out your headline.  You can use html markup to achieve the effects.
