also, win7 has a trouble shooter program that tracks what happens to help find errors

I have not used it and don't remember the name exactly

Suggest you search for help to track win7 problems and try the built-in recorder and look at the results which may give a hint to the problem.

Another approach is to start your system in safe mode (i.e. no startup programs running) and try to run TFP there...to isolate out that another program running from startup is/is-not causing the problem.

Or turn off any startup programs (use task manager) you don't need....and see if TFP starts...if it starts then you know what program is causing the problem. For example Norton can be setup to not let other programs run....could have been done accidently....or simply some other program just causes problems with TFP and nothing else......but that would be an odd occurance.  TFP runs fine on win7 64bit here.

In the image below you can see all the folders you should have in Program Files and Program Data.  You said that the Catalogue and Templates folder are missing -  are there others missing also?

I have also same problem than Waltkeeney. I try almost everything tips & tricks but TFP 15 not start in Windows 7 in my Desktop
PC. It works OK with Laptop. I wondering directories, because all my TFB files are located C:\Program Files(86)\ISMIDesing. Same
TFP 15 works very well in my XP SP3 enviroment.

There is nothing else ISMI files under Programm Data directories? I will check later what is layout of TFP-directories of Laptops.

I haven't had time to work with this much lately or contact the IMSI installation hot line but just out of curiosity I copied the install file onto a memory stick and used that to nstall on my nearly identical HP notebook which runs many of the same programs including the same version of Norton Internet Security. The program installed without a hitch and runs fine on the notebook without even using 'run as administrator'. This does not solve my problem as I really want in on the desktop machine with bigger monitors. Just for kicks I uninstalled it from the desktop machine and reinstalled it from the memory stick and it still fails to launch. I guess the one thing I learned from all this is that the program has no problems with Windows 7 Professional(both machines), the downloaded install file or Norton.
One of these days I hope to have an opportunity to call the Installation help desk when they are open and see if they have any ideas.

Aftr all the things I tried I finally had a chance to call IMSI tech support and found the solution. The problem turned out to be in the Data Execution Prevention section of system properties. I added the TurboFloor Plan 3D exe file as an exception to DEP and the program started right up.
Finally, problem solved although it remains a mystery why it happened in the first place.
