In order to create a cross section of your project, you need the 3D Cutaway Tool, that is included only with the Pro version, as you can see in this comparison chart:
https://www.turbocad.com/content/turbofloorplan-2017-windows-comparison-charts.
Therefore, the program that you are using (Deluxe) doesn't include this tool.

that`s not what I looking for, 3D cutaway tool let me cut out pcs of my project and then I can see elevation in 3D ( rendered or no or just sticks) but still don`t show any dimensions .

I answered what you asked => "how to create a section plan?" (as per subject)
Now, regarding your second question, how to add dimensions and texts to your elevations or cross sections => you can add these elements visualizing your elevation and / or cross section in Elevation View (available only in the Pro version)
See attached elevation + texts + dims in elevation view mode..
