road with curve and slope

How do I draw a road curve with a slope of 3%?
I've tried using the command surface but the result is not ok.

The only way to make the road slope is to make the Terrain slope and the road will slope with it. However a slope of 3% is so slight that you would probably not even see it is 3D so is it really worth it?

a 3% grade is a slope of approx. 1.75 degrees
