V16 pro: symbol editor?

It appears that the "TurboFloorPlan Home & Landscape Pro 2016" version is the top of the (2016) TFP line.  The User Guide (accessed from TFP Help menu) has Chapter 32, "Symbol Editor," which it says you access through the Power Tool Launcher.  But I don't see a Symbol Editor power tool.  What gives?  Is there another more capable version of TFP that actually has this feature, or was the feature simply never included in the 2016 version of TFP? Or is it actually hidden in some other location, or perhaps has to be enabled?  I'm a bit surprised that a search of the forums for "symbol editor" didn't bring up a discussion of this issue...or maybe I missed it...

If there's no symbol editor, is there any way to create and import symbols to the symbol user libraries?
