Uh Oh! - Lost My Catalog in the Upgrade

I thought I followed instructions, but I didn't do SOMETHING right. 

What do I have to do to recover the catalog?

You should be able to Go to File / Catalog / Open Catalog and then choose either the Metric or Imperial catalog. 

If it is not there, do a search on your PC for TurboFLOORPLAN_Master Catalog.bdb (or TurboFLOORPLAN_Master Catalog Metric.bdb if you use metric) and copy it to the Catalog folder in Windows or Browse to it from the Catalog Open dialog.  Actually you can see where the catalog is saved on your PC by going to Settings/Program Settings/General which shows where all the folders TFP uses are located (if you can get to that when you do not have a catalog connected).
