Help dialog not right

I think this was mentioned before but, does anyone have the same behavior as me when clicking Help?
The 3 tab bars (search, index,?) do not show on my machine but they do on my workstation at work.
I wonder what could possibly be causing this. I updated my video drivers and turned of HWA but no change.

Hi Jeff,

Yes this is an issue - appears to be random.  Seems to be OK for me when I first boot up the PC but close and open it again and you lose the toolbar.

I have reported it.
